The firm
Our Team
A strategic consulting and government affairs firm that helps organizations connect government, capital, and growth. We work with defense and aerospace manufacturers, universities, municipalities, and mission driven organizations, integrating advocacy and capital strategy into one plan.
Who we are
Founded in Ohio. Built for the intersection of public and private capital.
Most firms can lobby. Most firms can build or analyze a capital stack. We do both and integrate them into one cohesive strategy. Whether you need federal funding, a capital plan, or a seat at the table in your statehouse, we bring the relationships, experience, and execution to deliver results.
We work with growing companies, higher education institutions, and mission driven organizations that need to navigate complex funding environments, align public and private capital, and move quickly on strategic opportunities. Our approach is built on clarity, disciplined execution, and trusted relationships at the federal, state, and local levels.
The firm runs on a retainer model built for sustained advocacy across appropriations cycles, not one off project work. We are boutique, partner led, and embedded in the communities we serve, the kind of firm that briefs a member of Congress in the morning and a board in the afternoon.
We frame the problem before we make the ask.

Adam Murka
Founder and President
Adam Murka founded Fidelity Strategies after more than two decades of work at the intersection of politics, higher education, nonprofits, and business. His background spans federal and state government relations, strategic consulting, executive leadership, and revenue development, all grounded in a direct commitment to client outcomes.
Before founding the firm, Adam co founded Q&A Strategies and served as Vice President for External Affairs and Chief of Staff to the President at Sinclair Community College, one of the largest and most innovative community colleges in the country. There he led federal and state advocacy, grant writing, crisis communication, and fundraising initiatives supporting student access, workforce innovation, and campus expansion.
He began his career in national politics as District Director, Communications Director, and Campaign Manager for Congressman Mike Turner, working directly on federal appropriations, community development projects, and campaign strategy. Across his political and nonprofit work, Adam has helped drive multimillion dollar public and private investment, with particular strength in legislative advocacy, project execution, executive coaching, and crisis communications.
Outside the office, Adam can usually be found watching the Cincinnati Bengals, cooking, or both at once.

Dr. Zachary J. Beck
Partner and Chief Operating Officer
Dr. Zachary J. Beck leads strategy, philanthropy, and federal funding positioning for the firm. He advises clients across defense, advanced manufacturing, higher education, workforce development, and the nonprofit sector, connecting organizational strategy to the capital and policy pathways that fund it. His work spans capital strategy and donor development, federal and state appropriations, and congressional and agency engagement.
He began his career in investment banking and financial planning, where he learned how capital actually moves and how institutions make decisions about money. He carried that discipline into foundation leadership, most recently as Associate Vice President for Strategy and Advancement at Sinclair Community College. There he helped grow the foundation endowment from $34M to $51M and oversaw more than $20M in distributions supporting scholarships, workforce development, and academic programs. He also served as campaign manager for Issue 10, the countywide levy that secured $90M in public support for the college and sustained access for students across the Dayton region.
Zack also founded Beck Capital, LLC in 2020 and built a multimillion dollar brand, Bravo Charlie, scaling it across international supply chains before a successful exit in 2025. That experience shapes how he advises clients on growth, margin, and the realities of building something that has to work outside a boardroom.
Zack holds a Doctor of Business Administration with a concentration in behavioral economics, game theory, and decision making, an MBA in strategy, innovation, and change, and a bachelor's degree in financial planning. He teaches business strategy, organizational behavior, leadership, ethics, and economics at the undergraduate, MBA, and medical school levels, including at the Boonshoft School of Medicine.
Outside the firm, Zack is a licensed pilot, a NAUI Master SCUBA diver, and a board member of the Dayton Performing Arts Alliance and Bridget's Path. He was named to the Dayton Business Journal's 40 Under 40.
